参加型プロセスとは、特定のトピックを定義し、決定することを目的とした一連の参加型活動(例えば、最初にアンケートに記入し、次に提案を行い、対面または仮想会議で議論し、最終的に優先順位をつける)のことです。
参加型プロセスの例としては、委員会メンバーの選出プロセス(最初に立候補者が提示され、議論され、最終的に立候補者が選ばれる)、参加型予算(提案がなされ、経済的に評価され、利用可能な資金で投票される)、戦略的計画プロセス、規制や規範の共同起草、都市空間の設計、公共政策計画の作成などが挙げられます。

What to Submit:
- A clear title that captures your idea
- 1-3 paragraphs explaining the concept
- Why this matters for our democratic vision
- Key questions to explore
What Happens Next:
Community members will comment, ask questions, and endorse ideas they support. When your idea reaches 10+ endorsements, you can request a progression vote. If it passes (50%+ approval), it moves to the Nursery for full development!

- Keep it focused - one idea per proposal
- Be open to feedback and willing to refine
- Respond to comments and questions
- Think about how it fits with our broader vision

Welcome to the Nursery!
Ideas that passed the Incubator vote come here for detailed development. This is where concepts become fully-formed proposals with evidence, implementation plans, and clear manifesto language.
What Happens Here:
- Collaborative editing: Work together in Google Docs to develop the full proposal
- Evidence gathering: Research case studies, data, and citations
- Deliberation meetings: Discuss the proposal in depth with the community
- Refinement: Address objections and incorporate feedback
Requirements for Progression:
- Minimum 2 weeks in Nursery
- Attended at least 1 deliberation meeting
- 60%+ approval in progression vote
- Minimum 20 participants in vote
- Complete draft with evidence and citations
- Proposed manifesto language (2-3 sentences)
For Sponsors:
You'll lead the development, but you're not alone! Invite co-authors, schedule meetings, respond to feedback, and guide the proposal to maturity. The community is here to help.
For Contributors:
Browse proposals in development, open the Google Docs, add suggestions, attend meetings, and vote when proposals are ready. Your input shapes our manifesto!

Welcome to the Merge Room!
This is the final stage where approved proposals become official policy. Here we finalize exact wording, ensure consistency with existing manifesto text, and conduct final ratification.
What Happens Here:
- Editorial review: Elected Editorial Board reviews for quality, consistency, and feasibility
- Wordsmithing: Precise editing to craft final manifesto language
- Amendment system: Line-by-line suggestions for exact wording
- Legal/technical review: Ensure no liability or feasibility issues
- Final vote: Community ratification (70%+ supermajority required)
Requirements for Ratification:
- 70%+ supermajority approval
- Minimum 30 participants in vote
- 14-day voting period
- Editorial Board approval (no blocking objections)
- Legal review completed
- Consistency check with existing manifesto
After Ratification:
The finalized text is merged into our Master Manifesto Document, published as an official policy page, and announced to the community. The sponsor and co-authors are credited as the original authors.
Editorial Board:
Our elected Editorial Board (5 members, elected annually) provides oversight, resolves disputes, and ensures quality. They work transparently and report to the community monthly.
Note: Editing in the Merge Room is restricted to the Editorial Board, proposal sponsors, and invited co-authors to maintain focus and quality control.

Build Our Vision Together
The Manifesto Laboratory is where we collaboratively develop Participate UK's manifesto and supporting documents. Every member can contribute an idea, help develop proposals, and vote on what becomes official policy.
How It Works: Three Stages
🌱 The Incubator - Share your ideas and get community feedback. Initial concepts are discussed, refined, and endorsed here. When an idea gains support (10+ endorsements), it can progress to the Nursery.
🌿 The Nursery - Develop ideas into mature proposals with evidence and detail. Work collaboratively in Google Docs, attend deliberation meetings, and build consensus. When ready (60%+ approval), proposals move to the Merge Room.
📜 The Merge Room - Finalize exact wording and integrate into our master manifesto. Editorial review, final amendments, and ratification vote (70%+ supermajority). Once ratified, the text becomes official policy!
